WebRun the game in Fullscreen (not borderless) and see if the stuttering persists. Sometimes another program/app using hardware acceleration can mess with frame timing on on Windows. Fullscreen mode usually clears that. Also, disable frame limiting and/or Vsync options in the game and enforce those through the Nividia settings. I play in borderless windowed. I don't often open 2 games at the same time tho so I don't really care tbh.

My monitor has a refresh rate indicator.
