WebI think the design of the water zombies was definitely influenced by the appearance of the Ice Warriors but the Tenth Doctor talks about Martians trapping the infected water beneath the surface so I don't think the virus turned people into Ice Warriors per se. But I do think the similarity was intended to point up their shared Martian biology.
